Being a believer is never and should never be an assumption, there is a conscious decision that must be taken, believing in God starts by faith, rides on faith and continues in faith. You believe by heart that Jesus Christ is you savior, you confess Him as your Lord, until that decision is made, instructions that will tend you in the directions that He wants you to take would not start. On top of that, you become integrated into God's family, you become His Heir and joint-heirs with Christ meaning you become Jesus' sibling , then the Holy Spirit helps you to prove and demonstrate your love for God through Jesus and that is you welcoming Him as your Savior as you obey His instructions progressively.
